VILLAGE OF WILLIAMSVILLE Page 1 VILLAGE BOARD MEETINGS The regular semi-monthly meetings are scheduled for the second and fourth Monday of every month and will begin at 7:00 p.m. at the Village Hall. The public is always welcome to attend the regular semi-monthly meeting and all committee meetings. Committee meetings are scheduled as needed. Dates and agendas for these committee meetings and any special board meetings are posted on the board near the door of the Village Hall. ELECTRONICS RECYCLING The village of Williamsville is pleased to announce the creation of its new electronics recycling program. At no cost to them, residents may now take all of their old, unwanted electronic equipment (computers, cell phones, VCRs/DVD players, fax machines, etc.) to BLH Enterprises located at 3215 Stanton, Springfield. Televisions may also be disposed of for a nominal $20 fee. The village board is currently formulating a more comprehensive program whereby it will collect and transport the equipment for residents at intervals throughout the year. The first such opportunity will occur during the all-town cleanup. Village residents may take unwanted electronic items to the village/township garage for disposal at that time. However, we will not accept any televisions. Those must be taken directly to BLH by the owner. ALL TOWN GARAGE SALE The All Town Garage Sale is scheduled for Saturday, April 26, 2008 from 8:00 am to 2:00 pm. There will be a $3.00 charge per garage sale to help cover the cost of advertising. Any resident that is planning to have a Garage Sale is urged to call the Village Hall at 566-3806 to sign up. The deadline is Thursday, April 24. We will advertise in several area newspapers. WILLIAMSVILLE POLICE DEPARTMENT In response to citizen requests for more police coverage, the village recently hired one new full time officer and one new part time officer. Donnie McIntire is our full-time officer, coming to us with a wealth of experience after many years in the policing profession. Some of you may remember our “new” part-timer, officer Bruce Smith from the Logan County Sheriff’s Department, as one of our ex-officers here in town. Though we could not keep him on a full-time basis, we are glad to have him back in some capacity given his stellar performance while previously employed by the village. In addition to more manpower, the village has upgraded the police department’s vehicle fleet with the addition of a Dodge Durango. The village board realized the need for an all-terrain vehicle after last year’s snow and ice storms crippled our efforts to cover various areas of the village, especially Knollwood. The village will now be able to respond to issues in adverse conditions more quickly and effectively. In addition to the increased accessibility offered, the “stealth” capabilities of the unmarked vehicle have also enhanced the department’s efforts to patrol and monitor areas of heightened concern, including Curry trucks on Old Rt. 66 and areas around the school. As an added bonus, we have discovered that this vehicle is getting as good as gas mileage as our normal police cruisers given the weight of the equipment they must carry and the fact that they patrol in a city environment. Lastly, the acquisition of this vehicle has allowed the village to “mark” the previously unmarked police cruiser, providing more visibility of our local police patrols. Our officers have fielded many questions regarding the Illinois Graduated Drivers License, which affects teen drivers. VANDALISM Due to a rash of recent vandalism around town, especially at the park, the village board has decided to adopt a zero-tolerance policy. Anyone caught vandalizing any village property will be prosecuted to the fullest extent of the law. LEASH LAW REMINDER Due to recent citizen concerns regarding loose dogs seen running throughout the village over the past few weeks, the village would like to remind its residents that we do have a leash law. Please make sure that your dogs are secured or under your complete control at all times. Dogs caught running loose may end up at the Sangamon County Animal Shelter. VILLAGE OF WILLIAMSVILLE Page 3 COOLING CENTER In the event the village loses power, the Community Center is equipped with a generator and will be used as a cooling center in instances where the temperature is 80 degrees or above. LIBRARY NEWS You may pick up a copy of the Williamsville Public Library Newsletter at the village office. THE WILLIAMSVILLE COMMUNITY FOUNDATION would like to thank everyone who helped make the Annual Easter Egg Hunt a great success. Also a special thanks to the Williamsville Fire Department who welcomed the children to their facility because of the inclement weather. Children from ages 0 to 10 hunted for eggs and tried to win a favorite bike or a motorized car. Pictures were taken with the Easter bunny and children wore their Easter bonnets for the Easter parade. COMPOSTING DEMONSTRATION Composting reduces the number of yard waste bags needed, and it provides a great resource for your yard and gardens. The U of I Extension will be hosting a “Composting Bin Demonstration” on April 19th beginning at 9 am. Learn how you can build a simple, inexpensive composting bin in your backyard. MINUTES OF THE REGULAR BOARD MEETING WILLIAMSVILLE, ILLINOIS FEBRUARY 11, 2008 COMMITTEE REPORTS: ECONOMIC & RESIDENTIAL DEVELOPMENT (Valerie Patterson): No Report. COMMUNITY RELATIONS & SERVICES (Janice Beyers): Trustee Beyers scheduled a committee meeting for Wednesday, February 13, 2008 to discuss the July 4th Celebration and to discuss the procedure for donating money to organizations. WATER, SEWER, AND DRAINAGE (John Swinford): Bob Harris said Gary Koontzman is working on the plans for painting the water tower and the sewer project. PUBLIC BUILDINGS, GROUNDS & SIDEWALKS (Larry Barregarye): Trustee Beyers will work with Karen on the grant for the park benches. President McCarty informed the board of a letter that Attorney Segatto composed asking the owner of the property at the corner of Pine and Jones to bring the structure up to a safe condition or to demolish it within 15 days upon receipt of the letter. If the owner does not comply with the request, legal action will be taken. STREETS, ALLEYS & DRAINAGE (Mark Esker): Trustee Esker reported on the committee meeting regarding the street name change. Salem Street to Main Street will be changed to North Old Route 66, Main Street to Oak Street will be changed to South Old Route 66. Joe Kloba, 911 addresses, said he saw no problem with the name change. Attorney Segatto will draft an ordinance for the name change to be introduced at the next board meeting. Trustee Esker said he would like the village to rent a skid loader with a head on it to grind the bumps on Old Route 66 before oiling and chipping this year. PUBLIC SAFETY (Norval Melton): Trustee Melton reported the new squad car is up and running. The lights and instruments have been installed. The unmarked police car should be going in to be striped in within the next week or two. ADDITIONAL BUSINESS: President McCarty introduced an ordinance regarding the agreement that was drawn up for a transfer of the title of real estate for the building the village will have to cleanup. He asked the board to review the agreement before the next board meeting. PUBLIC COMMENT: Stephanie Pelc and Lisa Pelc asked the board for a contribution for after prom. President McCarty said the village would help. It will be discussed at the Community Relations & Services Committee meeting and an answer will be given at the next board meeting. VILLAGE OF WILLIAMSVILLE Page 6 Chief Edwards reported that the new officer, Donald McIntire is working out well. He should be working on his own within a couple of weeks. Alfred Greening (Tut) believes the Planning Commission has out lived its usefulness. The only planning that has been done is the master street plan. He thinks there should be an advisory committee consisting of all the landowners. He would like to see the planning commission appointments revised and would like the members to serve terms. COMMUNITY RELATIONS & SERVICES (Janice Beyers): Trustee Beyers reported on the committee meeting on Wednesday, February 13, 2008 regarding donation requests. Trustee Beyers moved to give the After Prom committee $501, second by Trustee Melton. Roll: Trustees Swinford, Esker, Beyers, Melton. All ayes, motion carried. The committee also recommended that the board send any donation request of $150 and over to the committee to be voted on and discussed. The July 4th Celebration will be held on June 29. A couple of new things will be added this year. A World War II Biv Wac along with a tour of Jim Mergen’s home was discussed. The celebration will start at the park from Noon to 4:00 pm. The dinner will be at the football field from 5:30-7:00 pm. Trustee Beyers was in contact with Jane of Chapter Six. A performance by Chapter Six was scheduled for the July 4th Celebration. Trustee Beyers spoke with Natalie Albers, Recycling Coordinator, regarding the recycling grant. Four sand colored benches and leaf bags will be ordered this week. President McCarty said he and the attorney have the agreement with BLH almost finalized for the electronic recycling program. The agreement will be available for review and President McCarty will ask for approval of the agreement at the next board meeting. WATER, SEWER, AND DRAINAGE (John Swinford): Trustee Swinford said he spoke to Dave Favero with the coal mine regarding a water hookup. A meeting with Neal Miller with Spring Net was scheduled in January. Due to the resignation of Trustee Edwards, the meeting was cancelled. Trustee Swinford will get with his committee and will reschedule the meeting. PUBLIC BUILDINGS, GROUNDS & SIDEWALKS (Larry Barregarye): President McCarty said he and Kent talked about testing the generator. Trustee Esker will check into it. President McCarty said he and Trustee Esker talked to some residents on Harpole about where to put the sidewalk and what makes most sense. The general consensus was to place the sidewalk on the south side of Harpole Street due to all the trees on the north side which would make it more difficult to do. The information will be given to Trustee Barregarye when he gets back. STREETS, ALLEYS & DRAINAGE (Mark Esker): Ordinance 2008-03, renaming Oak Street was introduced and will be voted on at the next regular board meeting. The ordinance will be available for review at the village office. Trustee Esker said there was a drainage problem at the corner of Daigh and Harpole Streets and asked Kevin Kuhn to check into this problem. Kent Thompson will fill in as acting superintendent until such time that Bob can return to work. MINUTES OF THE REGULAR BOARD MEETING WILLIAMSVILLE, ILLINOIS FEBRUARY 25, 2008 The newsletter was reviewed. PUBLIC COMMENT: Mr. and Mrs. Brewer expressed their concerns regarding the sidewalk and drainage problems. Gene Curry thanked the board for helping with the cleanup of his building. President McCarty said given the amount of money involved, litigation was not the right course of action. He also wanted to make it clear it was not done for Mr. Curry or Mr. Boggs. It had to be done because of a public safety and nuisance issue. Natalie Albers said since the new subdivision had gone in the corn field behind the lake seems to flood more than it use to. Kevin Kuhn said there was a low point and water will sit there. As it becomes more of a problem it will be readdressed. President McCarty said that better ways for drainage in that area had been discussed about a year ago. Richard Rump thanked the board for the donation to After Prom Committee.
